新型媒体建设应该成为北京“四个中心”城市战略定位的重要助力。本文首先分析了“四个中心”建设对媒体的要求和发展“四全媒体”目前存在的技术和机制问题，然后通过示例探讨了发展“四全媒体”的技术可行性，实验结果表明“全程媒体”可以基于ICN网络的技术架构，基于写作风格的虚假信息识别技术和多语言新闻监测可以作为实现“全息媒体”的重要手段，“全效媒体”的媒体资产共享问题的解决可以基于区块链技术，分析表明分形理论、博弈论可能会成为“全员媒体”组织方式和机制制定的理论基础，最后提出了北京应自觉发展“四全媒体”的建议。

The construction of new type media should contribute to Beijing's "Four Centers" strategic positioning. This paper first analyzed the requirements of the "Four Centers" construction for the media. It examined the current technological and institutional problems in developing "Four Comprehensive Media". Then, the technical feasibility of developing "Four Comprehensive Media" was analyzed through examples. Experimental results indicate that "whole-course media" can be based on the technology architecture of ICN network. Technologies such as false information recognition based on writing style and multilingual news monitoring can serve as important means for realizing " holographic media ". Based on blockchain technology, the problem of media assets sharing for "full-effect media" can be solved. The analysis results show that fractal theory and game theory may become the theoretical basis for the formulation of "full-staff media" organizational methods and mechanisms. Finally, this paper puts forward suggestions for Beijing to consciously develop "Four Comprehensive Media".
