为准确掌握媒体融合背景下互联网电视节目的传播情况和技术特征，利用智能终端控制、音视频节目采集、通信数据抓取、页面数据提取、违规内容识别等技术，实现视听节目的自动控制、采集、处理、存储、上报等，构建兼容主流互联网电视终端的节目智慧监管平台，探索建立“全方位、全过程、全覆盖、全天候”的监管新模式。
英文摘要：

In order to grasp the dissemination and technical characteristics of OTT program in the era of media onvergence. With terminal control, communication and program data collection, data extraction, content recognition and other technologies, we design an intelligent supervision system for Internet OTT program. The system has the functions of automatic control, collection, process, storage and report of audio and video programs. we explored new new mode for all situations, all processes, all aspects and all time.
